Dr. Harold Hodge, the project's toxicology chief, initially classified it as a neurotoxin in 1945, though he later publicly promoted it as safe. Tragic accidents, like the 1944 Philadelphia naval explosion, further demonstrated its lethal potential. Scientifically, while fluoride creates acid-resistant fluorhydroxyapatite in teeth, 99% of retained fluoride accumulates in bones, risking painful skeletal fluorosis. It also calcifies the pineal gland, potentially disrupting sleep and development. Furthermore, studies link high exposure to lower IQ in children and possible osteosarcoma. These concerns spawned three major conspiracy theories:

1. A Communist plot to weaken the U.S. population during the Cold War.
2. Corporate interests, involving companies like ALCOA and the sugar industry using the ADA—which receives millions from brands like Colgate—to profit from industrial waste and avoid sugar regulations.
3. Mind control, stemming from claims that Nazis used fluoride to make prisoners submissive.

In 2015, the U.S. lowered recommended levels to 0.7 ppm due to overexposure. Ongoing legal battles by groups like Food and Water Watch and recent recalls of Colgate Total in Mexico due to irritation highlight that the controversy continues.
