I was a Military Policeman, sometimes if you have not been through the training you cant see what police see. Not saying that it's not some F**K UPs in law enforcement, but everybody in any profession is NOT 100% by the book.

Because it's notate job of the passerby to investigate a lonely van. The cops could have gotten out of the car to search the van themselves. If they can search a car randomly why not look? It was a part of their uncertain call? You can't see whets going on while sitting in cruiser height.
