mostra másOn November 1, 2023 at approximately 1:00 AM, Deputy Amy Pilloud of the Whitman County Sheriff’s Office was on patrol and she observed a white 2007 Toyota Camry driving without headlights while turning eastbound onto NE Stadium Way from N Grand Avenue. As she pulled behind the vehicle, she observed the driver turn erratically onto NE Valley Road and cross into oncoming traffic before striking a curb and driving on the sidewalk. Deputy Pilloud activated her emergency lights and the vehicle came to a stop on NE Valley Road near NE Brandi Way. She made contact with the driver, who was later identified as 19-year-old Cecelia.
She asked Cecelia where she was coming from, and she told Deputy Pilloud that she was heading over to her friend’s house after leaving Timber. As she was speaking with Cecelia, Deputy Pilloud detected the odor of alcohol and observed other indicators of impairment. Cecelia initially admitted to consuming one shot earlier that evening, but she would later admit to having more shots. Based on hher suspicion of impairment, Deputy Pilloud afforded her an opportunity to perform field sobriety exercises.
The first exercise involved the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the Walk and Turn test, and Cecelia initially took an incorrect number of steps while failing to complete the test. The final exercise was the One Leg Stand test. During the One Leg Stand test, and Cecelia was unable to maintain her balance and kept putting her foot down.
Following the field sobriety tests, Cecelia was asked to voluntarily take a PBT test, and it indicated a BAC of 0.194%. Based on her admission to consuming alcohol, her inability to adequately perform the field sobriety exercises, and the results of the PBT test, Deputy Pilloud placed Cecelia under arrest for driving under the influence. Her vehicle was parked safely in the parking lot of a nearby apartment complex and Deputy Pilloud transported Cecelia to the Pullman Police Department for further processing.
