Regarding your suggestion of discussing the issue of local people owning grazing land today, that would tie into the idea of the Citizens Land Development Cooperative. The ownership mechanism would still involve owning shares in the CLDC which owns the land on behalf of all its citizen-shareholders, who would have an equal share in the profits and governance of the CLDC. The use of the land (for example, through leasing for grazing or farming) would be determined by the citizen-shareholders. Lease payments, less operating and other expenses, would be distributed as profits to the shareholders.
