This may seem like a fine point, but it's not just semantics. The state school boards associations are not "branches" of the NSBA... or subsidiaries, or divisions, or any such. The state associations can be members of the NSBA (that's the only connection), and that's why the reaction of 20+ state associations to the NSBA action was to withdraw their memberships.
