In this episode, we bring over DENR Undersecretary, Analiza Rebuelta-Teh and DILG Director Anna Liza Bonagua to discuss the Mandanas-Garcia ruling implementation in greater detail, especially as it relates to transboundary sectors in governance such as the environment and disaster risk reduction and management. Key topics include the LGUs devolution transition plans, the phased approach to transition, and a discussion on the growth equalization fund to empower LGUs with low absorptive capacities.
