The UNIRSM hosts the NUSCT 3rd Rectors’ Annual Meeting
On the 20th October, 2021, rectors and vice-rectors from the universities of the Network of Universities of Small Countries and Territories came together in the Republic of San Marino to celebrate the NUSCT 3rd Annual Meeting, the network’s first face-to-face meeting since the outbreak of the COVID-19 pandemic.
The meeting, which followed participation in the 2021-2022 UNIRSM Academic Year Inaugural Ceremony and a visit to the “Dante” exhibition at the Embassy of Italy in San Marino, was hosted by member Università degli Studi della Repubblica di San Marino , in hybrid format to facilitate participation by members who could not travel to the meeting site.
Meeting participants congratulated President Miquel Nicolau as they reviewed with satisfaction the consolidation and evolution of the network during the pandemic, which grew by 4 members to now represent almost all European small countries and territories.
Members also very positively assessed the activities that were launched during the COVID-19 months – the NUSCT Quality Assurance Working Group with 23 QA experts, the NUSCT Discussion Group on Education and Technology During COVID-19, the NUSCT Coursera for Campus platform, the successful drive to have all member universities underwrite the Magna Charta Universitatum Declaration, as well as to be included in U-Multirank, among others – and the support received from the Network and from one another to overcome the challenges that each had to face during the pandemic to various aspects of university operations.
Finally, rectors unanimously agreed to set up an external NUSCT Quality Assurance Unit, to organize an International Conference on the History of Small Countries – to be held at the University of the Faroe Islands – to launch joint summer bootcamps on various topics – the first one being on Applications of Distributive Ledger Technologies, to be organized the University of Nicosia, in Cyprus – and to explore the possibility of designing NUSCT joint and double degrees. Inter-NUSCT mobility and exchanges are expected to increase as COVID-19 travel restrictions are eased.
The Università della Repubblica di San Marino, and specifically rector Corrado Petrocelli and his team were thanked for the impeccable organization of the meeting; rectors were also thanked for their very productive contributions.
In closing, NUSCT President Miquel Nicolau announced that the host of the 4th NUSCT Rectors’ Annual Meeting will be held at the University of Greenland in 2022.
NUSCT is a network led by the University of Andorra to enable universities in small countries that share similar characteristics and contexts establish collaborations, share strategies and best practices, and have a unified voice in international fora.

Miquel Nicolau i Vila has been President of the University of Andorra (UdA) since May 2015,
when he was elected unanimously by the University Council. Born in 1962 and trained in numerous
fields, he has a doctorate in Electronic Engineering from Ramon Llull University (URL). He also
has a master's degree in Philosophy from the University of Barcelona (UB), a master's degree in
Computer Engineering from the Universitat Politècnica de Catalunya (UPC) and a master's degree
in Intelligent Systems and Environmental Parallels from Ramon Llull University. By virtue of his
recent positions of academic responsibility, he has coordinated the presidency of the UdA and
directed the research and doctoral program.
The Universitat d’Andorra was founded in 1988 and is a dynamic, young and fast-growing
university. Based in the heart of the Pyrenees, it is known as “The University of the Pyrenees”.

Dr Philippos Pouyioutas is Professor of Computer Science and the Rector of the University of Nicosia. He studied at the University of London (BSc Computer Science – Queen Mary College – 1988, MSc Databases and Information Systems – Birkbeck College – 1989, PhD Object-Oriented Databases – Birkbeck College – 1996). His doctoral degree studies were funded by scholarships from the University of London, the Overseas Research Scholarship (ORS) Award Scheme and the Leventis Foundation. Dr Pouyioutas also holds a Certificate in Teaching/Learning in Higher Education from the University of North London (1993).
The University of Nicosia (UNIC) is the largest university in Cyprus in terms of student enrolment, with more than 14,000 students from over 100 countries, supported by about 550 full-time teaching/research and administrative staff.

Chik Collins is the Rector of the University. In the past his areas of teaching have included:
Historical Studies; Introductory Political Thought; British Politics and Government; Contemporary Political Theory; Methodology and Methods in the Social Sciences; Urban Policy in the UK;
Explorations in Ideology and Language; Health and Health Inequalities. Chik has researched and published extensively on a range of issues, including language and social change, community development, urban regeneration, and over the past decade, on health and health inequalities – particularly, in collaboration with the NHS Health Scotland and the Glasgow Centre for Population Health, the phenomenon of ‘excess mortality’ in Scotland and Glasgow.
The University of the Faroe Islands, located in T.rshavn, the capital of the Faroe Islands, is a public university established in 1965, with a faculty and administrative staff of 150 and an enrollment of 1500 students. The purpose of the University of the Faroe Islands is to carry out research, facilitate
learning and provide teaching at the highest level, as well as to effectively disseminate knowledge about scientific findings and methods.

Prof. Frank Bezzina is the Pro-Rector for International Development and Quality Assurance at the University of Malta. He teaches Management Science & Decision Analysis, Operations Research, Applied Business Statistics and Business Research Methods on FEMA's undergraduate and postgraduate programmes. Frank's research focuses on investigating phenomena in the Organisational Sciences. He has published papers on risk management, corporate governance, HRM, environmental management and statistical/methodological misconceptions. The L-Università ta’ Malta (University of Malta) is the country’s leading tertiary institution, catering for some 11,500 students who follow undergraduate and postgraduate studies. The University carries out academic research and provides a vibrant higher education setting in the arts, sciences, IT technologies and the humanities as required for Malta’s economic, social and cultural development.

Dr Sanja Pekovic has a Ph.D. in Economics from the University Paris-EST. She is Associate Professor at the University of Montenegro and Associate Researcher at the University Paris-Dauphine. Between 2006 and 2011, she was Researcher at the Center for Labor Studies (Centre d’Eudes de l’Emploi) and Lecturer at the University Paris-EST. In 2006, she obtained a Master’s degree from the Ecole Nationale Des Pontset Chaussées and University of Paris-EST Marne-la-Vallée. Her research interests are within the field of quality and environmental economics, economics of innovation, applied econometrics, and on this topic she has presented studies at national and international scientific congresses, which have been published in international journals.
The Univerzitet Crne Gore (University of Montenegro) is the oldest and the largest higher education, scientific and art institution in Montenegro. Founded on April 2nd, 1974, in Podgorica, the University is comprised of 19 faculties and three scientific institutes, with more than 20,000 students distributed over a number of campuses throughout the country, with its main campus and headquarters being located in the capital city of Montenegro, Podgorica.
